Wikipedia about Papyrus says the creator is Chris Costello.
Mr. Costello's website has the font for purchase for commercial use.

I did read that the free versions may not function properly with regard to kerning or having all characters. It is unclear to me as to whether to free sites have the right to distribute the font or not.
