Lesson 10 - Stamp Filter

I find this filter very useable.  I do not feel it really does a great job at looking like an actual stamp, such as a rubber stamp, but with a little extra work, as seen in the video, you can bring in a lot of detail.

Does this filter depend on the foreground/background colors:  Yes, both.
