This tool isn't really merging exposures as in HDR, as the name of the tool suggests. Rather, it allows you to choose one place or another for your photo, not blend them together.

There is a photography class tutorial which introduces HDR and merging multiple exposure photos which shares better options for merging exposure.

If it were me, I would use layer masks rather than this tool, which are much easier to mask off which area you want to include than what this tool does. Here is the video though, so you can at least be familiar with this tool.
